Founded on a legacy that predates 1967, Frontline Outreach was born from C.R. Smith's calling to establish a ministry of hope, faith, compassion, and love—and grew into a shared mission carried forward by other divinely appointed leaders.

Frontline Outreach is a faith-based Christian organization committed to meeting the spiritual, educational, social, and developmental needs of the community. We exist to help people recognize their God-given value, potential, and purpose while creating pathways for growth, leadership, opportunity, and long-term transformation.

Our History

A ministry rooted in 1967.

Frontline's story is shaped by faithful leaders — from C.R. and Estelle Smith, to legacy figure Dr. James R. Smith, to board chairs and supporters like Andy Snyder, Tony Jenkins, Bill Dillard, Scott Cahill, Arthur Lee, Ralph Veerman, Larry Curry, and Arto Woodley, and today under the leadership of Archbishop Allen Wiggins.

1967

Frontline's organizational roots

Frontline Outreach, Inc. traces its roots to 1967, when Mr. C.R. Smith — a businessman, person of deep faith, and committed community leader — answered a calling to serve children, youth, and families in Orlando's urban neighborhoods.

Honoring W.S.A.R.

A legacy that prepared the way

Before Frontline occupied the site, Dr. James R. Smith — a pioneering physician and civic leader — helped establish W.S.A.R. (Washington Shores Association for Recreation), making the building a place of care, refuge, and community support during a time of segregation.

A growing presence

Restoring a Home in the Urban Corridor

After the passing of Dr. James R. Smith in 1978, C.R. Smith, with the support and endorsement of Orlando Mayor Bill Frederick, rallied others to rescue and restore a facility in the heart of Orlando's urban corridor. Together, they sought to advance a shared commitment to uplifting a challenged community. This effort became both a visible testimony and a focused mission to minister to the mind, body, and spirit.

Faithful stewardship

Built by many hands

Alongside C.R. and Estelle Smith, many faithful board chairs, executive directors, and supporters helped build and sustain Frontline's mission, including Andy Snyder, Tony Jenkins, Bill Dillard, Scott Cahill, Arthur Lee, Ralph Veerman, Larry Curry, Arto Woodley, and many others. Among them, Arto Woodley is especially recognized for his instrumental role in helping transition and reposition Frontline, offering steady leadership through pivotal seasons of growth, refinement, and forward movement.

2014

Archbishop Allen Wiggins answers the call

Son of Rev. R.W. Wiggins and Senior Pastor of The Hope Church, Archbishop Wiggins brought historical connection and renewed vision — establishing the L.E.A.D. model (Leadership, Entrepreneurship, Academics, Discipleship) to guide Frontline's investment in the next generation.

During the pandemic

Frontline Innovation Studios (FIS)

Bishop Wiggins launched FIS to 'awaken the genius' in students — exposing them to coding, robotics, 3D printing, virtual reality, digital media, artificial intelligence, and other emerging technologies. This initiative became known as the “Place of Learning.”

FES was established as a launch point for founders, creators, technologists, and future builders — transforming untapped potential into scalable innovation, sustainable opportunity, and generational impact.

Frontline EduNet

A coordinated education system

The Frontline Education Network unites Meridian Christian Academy and Preschool (Pre-K–8), the FaTaj Transition and Learning Center for autism and developmental support, and the newly renovated historic Frontline building — now a state-of-the-art school and EduNet Hub.
